We are seeking experienced Program Controls Managers for our program management teams, with opportunities available at major and mid-sized airports across the Eastern, Central, and Western regions. As a key member of our program management team, you will play a critical role in helping airports plan, manage, and deliver major development programs including new terminal construction and the renovation or expansion of both landside and airside projects.
In this role, you will lead all Program Controls functions for Airport Development programs. Your responsibilities include developing, implementing, and enforcing policies and procedures to ensure project compliance and performance. You will oversee the monitoring, controlling, and reporting of project status; track and evaluate progress; analyze cost and schedule impacts; and recommend corrective actions to resolve issues and maintain project alignment.

DUTIES AND RESPONSIBILITIES
- Coordinate Project Controls Team: Oversee Project Controls staff and collaborate with Project Managers to ensure all project and task requirements are met.
- Manage Work Assignments: Assign scheduling, estimating, and related project control tasks to the appropriate team members.
- Ensure Quality of Deliverables: Verify that all project schedules and estimates are professionally prepared, fully aligned with project scope and requirements, and complete and accurate.
- Maintain Project Structures: Manage and update the Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), Enterprise Project Structure (EPS), and Organizational Breakdown Structure (OBS) for Airport Development programs.
- Support Process Standardization: Contribute to the development and refinement of standardized project control processes, document control systems, tools, and procedures to enhance project execution and reporting quality.
- Drive Continuous Improvement: Identify opportunities to improve existing systems and processes by incorporating current industry best practices.
- Develop Training Programs: Establish and maintain effective training and development programs to strengthen staff skills and enhance overall team performance.
- Ensure Functional Integration: Resolve issues and maintain consistency across cost control, scheduling, change management, reporting, and estimating functions and deliverables.
- Lead Status Reviews: Conduct monthly project status review meetings to ensure accurate reporting and alignment across the program.
- Support Project Managers: Provide assistance and technical support to Project Managers in the performance of project management activities.
- Perform Additional Duties: Carry out other responsibilities as assigned to support the overall success of Airport Development projects.
SKILLS & REQUIREMENTS

- Educational Background: Bachelor’s degree in engineering, construction management, business or finance, project management, or a related field.
- Program Controls Experience: At least 15 years of professional experience in Program Controls for major capital improvement programs, including a minimum of 5 years on aviation-related programs.
- Large Program Expertise: Proven experience supporting or managing projects valued at $1 billion or more.
- Leadership & Management: Demonstrated leadership capabilities with experience directing program control functions and guiding multidisciplinary teams.
- Cost Engineering Proficiency: Strong expertise in cost estimating, cost control, change management, contract management, cost analysis, and reporting.
- Cost & Schedule Integration: Expert-level ability to establish standards for planning, budgeting, cost/schedule control, and analytical review across major programs.
- Scheduling Tools Experience: Proficient in scheduling software applications, including Primavera P6.
- Personnel Development: Highly skilled in staff oversight, personnel administration, and both technical and non-technical training. Able to lead effectively without relying on positional authority.
- Process and Systems Development: Experience designing and integrating processes, tools, and workflows to enhance program efficiency and performance.
- Advanced Communication Skills: Strong oral and written communication skills, with the ability to present complex project controls information clearly to management, customers, and stakeholders at all levels. Experienced in preparing reports tailored to various audiences.
- Relationship Building: Demonstrated ability to foster and strengthen internal and external relationships, build trust, achieve consensus, and resolve conflicts effectively.
- Strategic Problem-Solving: Proven ability in decision-making, critical thinking, and creative problem-solving on complex issues.
- Aviation Industry Knowledge: Advanced understanding of engineering, procurement, contracting, and construction practices specific to aviation projects.
- Project Controls Expertise: Up-to-date knowledge of industry trends, best practices, and technical advancements in the field of project controls.
